The premise
After a series of gory murders commited by mobs of townspeople against visiting tourists, the corpses appear to be coming back to life and living normally as locals in the small town.

In the fog-shrouded coastal town of Potter's Bluff, a small-town sheriff begins investigating a string of savage, ritualistic murders targeting outsiders — killings carried out not by a lone predator, but by ordinary-looking townspeople acting in disturbing unison. As the body count rises, something even stranger begins to trouble him: the victims don't seem to stay dead. This early-eighties cult oddity blends grisly practical effects with a creeping small-town paranoia that burrows under the skin long after the credits roll.
