The premise

Karate champion Matt Logan is enlisted by the police to train officers in self-defense after narcotics agents are killed by an assailant using the martial arts.

When a string of narcotics agents turn up dead at the hands of a killer with lethal martial arts skills, local police turn to karate champion Matt Logan for help. Brought in to train officers in self-defense, Logan soon finds himself drawn deeper into a dangerous investigation. The killer is still out there, and the streets are anything but safe.
