The premise
When it rains in the city, a serial killer known as "The Judge" looks for his next strangling victim. For months, the madman has been stalking at night, leaving behind clues, but police efforts have been fruitless. Constructing a life-size dummy of the murderer, police Lt. Harry Grant is growing obsessed with capturing him, and always following Grant is the relentless reporter Ann Gorman looking to break the story, but the hunt continues.

In rain-slicked streets, a phantom strangler called 'The Judge' haunts the city, striking only when the skies open up and leaving detectives grasping at shadows. Lieutenant Harry Grant becomes so consumed by the hunt that he constructs a life-size effigy of the killer — a fixation that begins to blur the line between pursuer and pursued. Threading through the investigation is tenacious reporter Ann Gorman, whose ambitions put her dangerously close to the case. This lean, atmospheric noir crackles with procedural dread and psychological unease in just over an hour of screen time.
