Horror Vault's take
Set against the smoke and shadow of wartime Hamburg, this 1957 West German thriller draws from real events to follow investigators closing in on a brutal serial killer stalking the city in 1944. As the body count rises and the case demands answers, the pursuit takes a chilling turn when forces far more powerful — and arguably far more sinister — than any lone murderer take an interest in the outcome. The film probes an unsettling question: in a state built on terror, who truly has the authority to define evil? Directed with stark, noir-inflected precision, it remains a haunting study in institutional darkness.
